The Animal Services Manager leads the City of San Angelo’s Animal Services Division: field
operations, ordinance enforcement, shelter operations, client services, regulatory compliance, and
community outreach. The Manager sets priorities, administers policies and programs, manages the
division budget, and keeps operations in line with state law, City ordinances, and rabies control
requirements.
The Manager builds and leads a service-oriented team and runs the programs that move animals
home: adoption, rescue partnerships, reunification, and return to owner. The position tracks intake,
live release, return-to-owner, and field response results and reports them to City management and
the City Council.
Under new City Manager Phillip Urrutia, the City is taking an innovative, service-oriented direction,
and this Manager will help shape both the division and the role itself. The City is working toward a
new shelter or new shelter configuration, and the Manager will help plan its design, construction,
and transition. The Manager will also work alongside rescue groups, veterinarians, nonprofits, faith- based groups, and neighborhood associations, and coordinate animal sheltering with City
emergency management during disasters.
THE IDEA CANDIDATE:
San Angelo is looking for a leader first. The ideal candidate builds trust with staff, communicates
decisions clearly and early, and speaks up for the team with management, Council, and the public.
They take good ideas from employees and help people grow. They understand enforcement as well
as sheltering, including seizures, cruelty cases, and dangerous dog proceedings, and work as a
partner with the City Attorney’s Office and Municipal Court. Municipal animal services experience is
ideal. The City will also consider strong leaders from animal control, law enforcement, public
health, or code enforcement who bring comparable experience.
