SSENTIAL DUTIES AND RESPONSIBILITIES: (Management, on a case-by-case basis, may provide reasonable accommodations to enable individuals with disabilities to perform the essential functions of the job.)  Investigates complaints concerning the regulation, licensing and control of domesticated animals.  Impounds loose domesticated animals as provided by state law and local ordinance.  Determines if any state statues or local ordinances have been violated and takes appropriate actions.  Issues summonses/citations to animal owners, and appear as a witness in court when the circumstances require such action.  Rescues or aids in the rescue of trapped, wounded, sick or injured animals, only as trained and equipped to do so.  Humanely euthanizes sick, wounded, or injured animals and disposes of their bodies as required by law, only as trained and equipped to do so.  Responds to all calls involving potential rabid animals and possible rabies exposure. Must ensure proper rabies protocols are carried out by the police department and/or Maine Warden Service.  Control animals that pose a threat to public health or safety, including wild animals.  Must inspect a kennel annually prior to the municipality issuing a kennel license, and perform annual inspections in accordance with Maine law.  Ensures compliance with all federal wildlife laws, rules and regulations.  Assist with emergency and non-emergency calls involving animals needing care.  Ensures proper animal bite protocols are followed, reported, and quarantined as necessary.  Performs such other duties as may be assigned by the Chief of Police or their designee. PERIPHERAL DUTIES:  Ensures Maine Warden Service is notified of all wild animal complaints. 2  By January 31st of each year, a municipality shall report to the animal welfare program of the department all complaints related to animal control incidents for the prior calendar year. The report must include the number and type of animal complaints received and responded to by municipal animal control officers, law enforcement officers or municipal officials and the outcomes of each investigation. The reports must be on forms provided by the State of Maine Animal Welfare Program.  Oversees the department’s volunteer dog monitor program, to include coordination, training, advising, and recruitment.
