Under the administrative direction of the Director of Community Services, oversees the operations of the Animal Control Division, including the supervision of field and support staff engaged in animal welfare and shelter services. Responsible for division management, personnel oversight, program planning, and community engagement. Serves as a key liaison with the public, animal rescue partners, volunteers, and community organizations, and is expected to represent the division’s services professionally and effectively. Duties also include performing the full range of Animal Care and Control Officer responsibilities as needed and managing staff who conduct humane euthanasia and animal disposal.

ESSENTIAL FUNCTIONS:

TYPICAL DUTIES & RESPONSIBILITIES:

  1. Manages the day-to-day operations of the Animal Shelter; creates, develops, markets, budgets, oversees, the operations at the Norco Animal Shelter. 
  2. Develops and implements goals and objectives for the City programs based on the demand for services and available staffing levels. 
  3. Interprets and enforces federal, state, county and City laws pertaining to the care and sheltering of animals; investigates alleged animal abuse cases; issues citations and files court cases regarding animal abuse and neglect; researches and resolves animal-related disputes and citizen complaints; monitors animal welfare legislation and proposes policy and procedure changes as necessary; responds to animal-related calls for public safety. 
  4. Handles complaints, prepares reports, citations, or notices of violations, maintains records and completes forms concerning animal control.
  5. Provides educational awareness to the community related to animal care, training and overpopulation; provides tours of and animal shelter; oversees the training and adoption of animals; organizes rabies vaccination and licensing clinics; oversees the operation, budget and maintenance of the animal shelter.
  6. Supervises staff involved in the receiving, assessment, medical treatment, custodial care, adoption, and humane euthanasia of animals as necessary. Hires, trains, assigns, and evaluates work performance of staff; approves leave and training. Availability to work a flexible schedule including nights, weekends and/or holidays.
  7. Prepares program and divisional operating budgets.
  8. Involved in rescuing and sheltering animals during natural disasters and/or other emergencies. 
  9. Supervises staff involved in ensuring animal welfare at community events. This includes ensuring proper animal handling, safety protocols, and emergency response planning.
  10. Reviews present and pending legislation to determine effect on operations and programs; keeps informed on new developments in animal control methods, equipment, facilities and regulations, and recommends and implements adjustments, as necessary.
  11. The Norco Animal Rescue Team (NART) functions under the direction of CalFIRE and is overseen and operates under the direct supervision of the Battalion Chief. The NART also functions as a resource of the City of Norco Animal Control Division under supervision of the Superintendent of Animal Control Services at emergency scenes as needed or requested by Animal Control Services. The Animal Control Superintendent will be kept informed and copied on all correspondence related to activities of the NART to ensure an integrated, joint effort during emergencies, and oversees incident command for operations related to call for services for NART for the purpose of animal rescue, animal aid, animal welfare and impounds related to Animal Control Services operations and or training activities.
  12. Performs other related duties as assigned.

QUALIFICATION GUIDELINES:

The knowledge and abilities which are required to perform the duties and responsibilities of this class are as follows:

DESIRABLE QUALIFICATIONS:

Experience

At least five (5) years of experience in animal control, humane society, or other animal facility providing similar public service operations to include enforcement.  A minimum of two (2) years of lead or supervisory experience is required.

Education:  

Equivalent to graduation from an accredited college or university with an Associate’s Degree (60 semester units) in a related field, Bachelor’s Degree preferred. Up to two additional years of qualifying experience may substitute for two years of the required education.

Licenses and Certifications

  • Possession of a California Class C Driver’s License with an acceptable driving record.
  • Possession of a P.C. 832 Peace Officer’s Standard and Training (POST) Certificate is required at the time of employment.
  • Must be able to obtain a valid Euthanasia Certificate that is recognized by the State Humane Association of California and the California Animal Control Directors Association within one (1) year of employment.
  • First Aid and CPR certification within six months of appointment. 
  • Successful completion of National Incident Management System (NIMS) courses to enable successful management of Animal Control Emergency Operations Center within one year of appointment.  
  • Completion of a Basic and Advanced Animal Law Enforcement Training Academy required for appointment/re-appointment as a humane officer under California Corporations Code section 14502. 
  • Possession of a Registered Veterinary Technician Certificate is highly desirable.

Knowledge of:  

  • State and local laws, regulations, codes and ordinances relating to control and welfare of animals; the proper care and handling of various breeds of animals both domestic and in the wild.
  • Laws, regulations, ordinances, and procedures pertaining to the investigation of cruelty of animals; procedures for the apprehension, custody, quarantine, and transportation of animals;
  • Equine and livestock care and management and general welfare practices and general understanding of specific needs of different livestock species. 
  • Principals of the safe and humane keeping of animals and shelter management techniques; organization, operation and procedures of related government and law enforcement agencies; safety procedures, OSHA and Cal-OSHA requirements.
  • Principles and practices of animal health processes, such as preventative treatment and vaccination protocols.
  • Public relations; education and training methods.
  • Advanced Animal Control Investigation, Large Animal Rescue, Swift Water Rescue, Chemical Capture, Euthanasia, and Citation/Report Writing.
  • Emergency Operations Center Management
  • Principles and practices of municipal budget preparation and administration.
  • Principles and practices of personnel management, including training, supervision and performance evaluation.
  • Pertinent knowledge of federal, state, and local laws, rules, codes and regulations.

Ability to:

  • Analyze animal services shelter problems and adopt effective courses of action.
  • Manage confidential communications and inquiries. 
  • Plans and leads in the development of both short-term goals and long range objectives for the division.
  • Complete educational programs covering legal aspects of animal control. Develop and implement a variety of educational programs.
  • Handle, rescue and care of wild and domestic animals.  
  • Assist in the development and administration of departmental goals, objectives and policies.
  • Analyze and assess existing programs and make appropriate recommendations and adjustments.
  • Plan, organize, and coordinate the work of lower-level staff; delegate authority and responsibility; supervise, train, develop and evaluate staff.
  • Analyze problems, identify alternative solutions, and project consequences of proposed actions.
  • Prepare and administer budgets and ensure fiscal controls
  • Interpret and apply applicable federal, state and local policies, laws, rules and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with other City departments and those contacted in the course of work.
  • Maintain mental capacity and tact that allows for effective interaction and communications with others.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
