Primary Purpose:

Perform advanced, comprehensive work that includes investigating and enforcing cases of criminal activity concerning the welfare of animals according to Texas State Law. This position oversees the investigation of all complaints received by the Houston SPCA regarding the well-being of a wide range of animals. The position will assist law enforcement in investigating criminal animal cases and fully document the incidents, in a matter suitable for submission in court. . Provide instruction, assign, and review the work of Houston SPCA Animal Cruelty Investigators.

Essential Functions of the Position:

Perform all job duties in an efficient, positive, and professional manner. Willing to assist public in all aspects of shelter programs. Share information to enhance the public’s knowledge of animal welfare as well as their knowledge of the Houston SPCA’s mission and programs. Provide information in a helpful, positive, and timely fashion, giving the public information needed to assist them with an educated decision for the welfare of animals.

  • Responsible for the upkeep and implementation of standard operating procedures for the Field Services department to include animal cruelty investigations.
  • Provide training and instruction to new and current employees including proper animal handling techniques and ensure that safety equipment and protective gear is utilized whenever appropriate and equipment is kept in safe and working order.
  • Oversee the initial investigations of animal cruelty and neglect performed by Houston SPCA investigations team and promotes compliance with laws regulating animal treatment.
  • Collaborate on a daily basis with various law enforcement agencies from Harris and surrounding counties and provide assistance and education about animal welfare investigations.
  • Assists local law enforcement in the execution of seizure warrants.
  • Assist Animal Cruelty Investigators and prosecutors in preparing cases for court and appears in court to testify when appropriate.
  • Respond to reports of animal cruelty within the service area of the Houston SPCA on an as needed basis.
  • Prioritize reports and make judgment calls for responding to animals needing assistance based on Houston SPCA protocols.
  • Maintain effective and consistent investigative methods.
  • Maintain effective communication with individuals involved with assigned cases.
  • Maintain effective communication with leadership team at all times.
  • Prepare, maintain and track reports of animal cruelty.
  • Respond to disasters and emergencies when requested.
  • Establish control and capture of all types of animals in a variety of health and temperaments, including fractious animals and animals in hazardous environments.
  • Work independently and communicate effectively with the public on a range of animal related issues.
  • Provide information to the public about Houston SPCA programs and promoting good animal care and responsible pet ownership.
  • Protect all confidential information, including customers, donors, animals and internal communications.
  • Represent the Houston SPCA by providing excellent customer service and focus.
  • Knowledge of Houston SPCA partners and products/services they offer.
  • Knowledge of the Houston SPCA policies and protocols
