The Manager of Humane Investigations plays a key part in Animal Friends commitment to reduce and eliminate animal abuse and suffering. The primary purpose of this position is to supervise and manage all aspects of the Animal Friends Humane Investigations Department including staff and resources. This position also investigates reports of animal abuse and neglect in the community as a Humane Society Police Officer (HSPO) while serving as a point person for community outreach, education and supportive resources and supervising other officers. The Manager of Humane Investigations must also embrace the programs, mission, vision, core values, and culture of Animal Friends.

 Essential Functions:

· Responsible for the overall management of the Humane Investigations (HI) department at Animal Friends, including supervision of HI staff and volunteers.

· Investigates reports of animal abuse and animal cruelty, interviews witnesses, collects evidence, and writes case reports.

· Assists in removal of abandoned or abused animals from undesirable conditions.

· Writes reports of activities and maintains files of confiscations and dispositions of animal cruelty.

· Issues warnings or citations in connection with animal cruelty related offenses.

· Prepares motions for sedation, euthanasia and spay and neuter, and other needs as they arise, and receives approval from the District Attorney’s Office and files the motions with the courts, including night court.

· Writes and files criminal complaints upon approval from the District Attorney’s Office.

· Writes, submits, and executes search warrants, upon approval from the District Attorney’s Office.

· Prepares for prosecutions related to animal cruelty cases, testifies, and provides evidence in court.

· Answers inquiries from the public concerning animal cruelty. 

Requirements

· Must be a resident of the Commonwealth of Pennsylvania for a minimum of twelve (12) months to be eligible for this position.

· Five years supervisory experience - Preferred

· Law enforcement/legal experience – Required

· Act 235 Certified – Preferred (Must be completed within six (6) months of hire)

· Satisfactory completion of the training program established by PA Act 1994-135 governing Humane Society Police Officers, including criminal history background check required by the Act. (Can be completed after hiring provided it is successfully completed within six (6) months of hire)

· Valid driver’s license required.

· Flexible work availability required, including a rotating on-call shift. The department and the organization are a 24 - hour operation, which at times will require individuals to work evenings, weekends, holidays and/or special events at times, including

· our annual fundraising gala, Black Tie & Tails.

· The physical demands for this job are as follows: Lifting or carrying up to 50 lbs

· Valid Pennsylvania Child Abuse, State Police, and FBI Fingerprint Clearances
